Cook the ground beef in a large pan over medium-high heat, crumbling as it cooks. Once browned, drain any excess grease. Add the taco seasoning and water. Stir to combine.
Spread the refried beans in a baking dish or cast-iron skillet, then top with cream cheese. Sprinkle on the ground beef, cheddar cheese, tomatoes, and half the jalapeno.
Bake for 20 minutes.
Garnish with sliced jalapeno and cilantro. Serve with tortilla chips or veggies.
